Niger has been engaged in the process of developing its Education and Training Sector Plan (PSEF) 2024-2034, since the last quarter of 2022. To support the country in this process, UNICEF as The partner agent for the financing of the Global Education Partnership (SME), as part of system capacity building (SCG), recruited three (03) consultants to support the updating of the planning of the education sector. education. These consultants were to (i) develop an analysis note for the education and training sectors, (ii) propose a financial simulation model for the education sector and (iii) draft a guidance document for the education and training sector to guide the development of Niger’s new education sector plan.

The work actually started on June 19, 2023 in accordance with the consultant’s contract and an inception report was shared on June 28, 2023. The second stage of the work was underway when the coup d’état occurred on July 26, 2023. This situation led to a work stoppage for two months. In addition, the fact that the government party was no longer able to play the role of facilitator created additional work for the consultants so that the sector analysis could not be finalized within the required time frame.
However, the various documents (sectoral note, simulation model, framework note) being essential for the drafting of the new sectoral plan, their development is therefore crucial for the rest of the process.

These terms of reference therefore concern the mobilization of three (3) international consultants for the finalization of the education sector analysis which should lead to the provision of the said documents necessary for the development of the new sector plan of education in Niger.

How can you tell the difference?

Mission Objectives
The general objective of the consultation is to finalize the analysis of the education/training sector in Niger.

This will specifically involve:
– Finalize and validate the Sector Note including the additional chapter on risks and vulnerabilities;
– Develop a simulation model taking into account the new context of the country;
– Propose a framework note to guide the development of the new sector plan

Intervention zone
The consultants will work remotely. In the event of travel, UNICEF will cover DSA and related transport.

Supervision
The consultants will work under the supervision of UNICEF (Headquarters and Niger office). The work will be carried out in a consultative and inclusive manner with key players from the government side and the TFPs in charge of Education/training. UNICEF will be responsible for facilitating the meeting with the various key stakeholders.

Working conditions
The consultants will use their own working equipment and will make the necessary arrangements for the reproduction of the documents. However, they will have access to the UNICEF internet if present in the office premises. They will be subject to strict compliance with the rules of security measures applied to United Nations personnel.

Team of consultants, experience and qualifications required
The work will be carried out by a team of three international consultants: a principal consultant, who will act as team leader, with solid experience in education sector analysis and two associate consultants. Their responsibilities and profiles are described below.

Main responsibilities of the Principal Consultant
The principal consultant provides leadership at all phases of the sector analysis: (i) organizes the work between the members of the consultant team and ensures supervision; (ii) coordinates the data collection and analysis exercise; (iii) directs the process of finalizing the various documents; (iv) facilitates technical meetings with stakeholders; and (vii) presents the finalized documents.

Main responsibilities of Associate Consultants
The associated consultants are members of the team finalizing the sector analysis. As such, they actively take part in all phases by bringing their experience, their expertise but also their perfect knowledge of the socio-cultural and socio-economic context. They actively contribute to the drafting of the various documents. A distribution of responsibilities will be made so that there is perfect complementarity and harmony in the team’s work.

Profile of the Principal Consultant

Academic qualification
– Hold a university degree at BAC+5 level (at least) in the fields of education, social sciences, law, international development or related disciplines.

Professional experience
– Proven professional experience of at least ten years in high-level management of an education system in a developing country, particularly in Africa;
– Have proven experience of at least ten years in supporting the development of a RESEN-type sectoral analysis;
– Be familiar with the use and manipulation of a simulation model, and in particular with the aim of making technically and financially sustainable educational policy decisions;
– Have a proven ability to communicate orally and to lead discussion sessions with the highest education authorities as well as with partners;
– Have great listening skills, as well as a capacity for synthesis and analysis;
– Good knowledge of education programs including in emergency situations and knowledge of current literature in the sector in general;
– Good knowledge of the socio-economic and programmatic context of Niger or the countries of the Sahel region is desirable;
– Training/accreditation on the methodology of sector analysis in education;
– Mastery of the French language required and knowledge of English desired.

Skills and Abilities
– Good ability to facilitate discussion groups;
– Excellent capacity for summarizing and drafting documents,
– Good ability to manage a team and meet deadlines.

Profile of associated consultants

Academic qualification
– Hold a university degree at BAC+5 level (at least) in the fields of education, social sciences, statistics, demography, development evaluation or any other related technical field.

Professional experience
– At least five years of experience in the field of development and management of educational projects and programs;
– Good knowledge of programs, and familiarity with current work in the field of education as well as the related literature in Niger;
– Expertise in analyzing education programs over the last 3 years.
– Proven experience in techniques for collecting, processing and analyzing qualitative and quantitative data;
– Experience and/or good knowledge of gender issues in and through education;
– Good knowledge of the socio-economic, cultural and political context of Niger;
– Proven participation in sector analysis exercises in the past as a member of a team in this area will be an advantage;

Linguistic competence
– Fluency in French required.

Skills and Abilities
– Excellent capacity for summarizing and drafting documents;
– Good command of relevant computer applications, including data processing and analysis.
