Job Description

UN Women, based on the vision of equality enshrined in the Charter of the United Nations, works to eliminate discrimination against women and girls, empower women, and promote equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security.

UN Women’s economic empowerment unit in Niger works to strengthen the economic empowerment of women and girls, especially the most vulnerable, in development, humanitarian and peacebuilding contexts.

This position contributes to these priorities by supporting the design, implementation and monitoring of interventions, as well as resource mobilization, in order to achieve measurable results for the benefit of targeted women.

Under the supervision of the Programme Management Specialist, the Programme Specialist assumes overall responsibility for the planning, implementation, and management of UN Women interventions within their portfolio. They work closely with programme and operations teams, UN Women headquarters, government authorities, multilateral and bilateral donors, and civil society to ensure the effective implementation of programmes.

III. Scope of Work

1. Provide consulting services for program development

To provide strategic support and develop programs in the field of women’s economic empowerment in peace and humanitarian contexts;
Oversee the design and formulation of program and initiative proposals;
Identify the areas of programmatic intervention and support;
Finalize country strategies, program/project proposals, policy notes and documents;
Organize periodic consultations with stakeholders, women leaders, human rights experts and United Nations partners.

2. Manage the implementation of programs

Finalize and manage the annual work plan and budget;
Provide strategic support to the office management;
Manage the technical implementation of projects and ensure consistency with other teams;
Review the financial and narrative reports of the partners;
Provide guidance on results-based management (RBM) and performance indicators;
Leading steering committees and project evaluation meetings.

3. Supervise technical assistance and capacity building

Provide technical advice to partners;
Develop and strengthen relationships with national partners;
To serve as an expert resource person;
Implement capacity-building initiatives;

4. Ensure monitoring and reporting

Manage the monitoring of activities and finances according to the results-based management approach;
Finalize the quarterly reports and those intended for donors;
Write reports for UN Women and partners.

5. Manage human and financial resources

Manage the program budget and financial reports;
Supervise Program Analysts and Technical Specialists;
Supervise staff and conduct performance evaluations;
Oversee the recruitment processes.

6. Develop partnerships and mobilize resources

Develop partnership and resource mobilization strategies;
Identify funding opportunities;
Analyze the donors and propose areas for cooperation.

7. Inter-agency coordination

Provide technical support to the Representative and the Deputy Representative;
Ensure coordination with UN agencies, ministries, NGOs and donors;
Participate in the CCA/UNDAF processes;
Contribute to strategic documents.

8. Advocacy, knowledge management and communication

Representing UN Women in political dialogues;
Managing advocacy strategies;
Identify good practices and lessons learned;
Develop knowledge management tools.

9. Other responsibilities

Perform any other tasks necessary for the proper functioning of the office.
Managerial responsibilities

The incumbent supervises a team of 2 people.

V. Minimum Qualifications:

Training and certifications:

A Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development or a related field is required.
An undergraduate university degree combined with two additional years of relevant experience may be accepted in lieu of a higher degree.
A project/program management certification (such as PMP®, PRINCE2®, or MSP®) is an asset.

Experience:

At least 5 years of progressive professional experience at national or international levels in the design, planning, implementation, monitoring and evaluation of development projects are required.
Technical experience in the field of women’s economic empowerment in peace and humanitarian contexts is required.
Experience in supervising and managing staff in an international environment is required.
Experience in using computers and office software (MS Word, Excel, etc.), as well as spreadsheets and databases, and in managing computerized systems is required.
Experience coordinating with government agencies and/or donors is desirable.

Statements:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
