SUMMARY OF THE PROGRAM / DEPARTMENT:
Mercy Corps has been present in Niger since 2005 and focuses its interventions on improving food security, livelihoods, gender, social cohesion, governance and emergency response outcomes. Our work in these areas contributes to the resilience of local communities in the face of shocks and stresses and enables them to achieve long-term, inclusive and equitable development. Mercy Corps’ vision for change requires the private sector, government and civil society to work together to create meaningful and lasting change. Mercy Corps is currently implementing several development and humanitarian assistance programs worth over $27 million with field offices in Abala, Filingué, Maradi, Tahoua and Tillabéri, as well as Ouagadougou/Burkina Faso. In 2019, more than 89,000 vulnerable Nigeriens benefited from our programs.
The Senior MEL Officer is a member of the Central MEL team and will work under the direct supervision of the MEL Coordinator. He/She is responsible for providing technical support to MEL staff from different bases, programs and local partners in specific activities that quantify, qualify, analyze and document the impacts and results of Mercy Corps programs . She/He supports everything related to data collection, management and analysis, summary reports and monitoring and evaluation statistics as well as intervention mapping. He/She will contribute to the establishment of an effective and appropriate learning and knowledge management mechanism.
Essential Responsibilities:
Monitoring and evaluation
Provide technical support to base MEL teams and program teams to develop clear, systematic and achievable monitoring plans for programs, based on the logical framework/results frameworks (including frequency of data collection and management Datas) ;
Support the execution of program monitoring, evaluation and learning plans;
Provide technical and/or operational support for the conduct of evaluations, research and other studies including, but not limited to, Baseline, Endline, PDM, DM and other household or periodic surveys and the drafting of reports ;
Technically support base and program MEL teams to develop and implement program monitoring tools and data entry into relevant databases to enable the development of excellent reports;
Ensure that all program performance indicator monitoring tables are in place and updated through TolaData;
If necessary, support the Database Officer in the cleaning, processing and analysis of data;
Work in close collaboration with the MEL Coordinator and the Database Officer to develop and provide training to program staff and partners on monitoring and evaluation and database management (digitalization of collection tools, collection, entry , data verification and analysis, and other identified needs);
Work with the Database officer to support and promote the use of the TolaData platform [1] to allow team members good accessibility to program performance data;
Ensure the quality of data collected and organize data received for program reporting requirements;
Work with the Database officer to provide technical support in quality assurance, security and data storage.
Knowledge Management and Learning
Ensure that learning is integrated into all program activities including partners particularly on issues of program quality;
Document and share lessons learned and program successes;
Participate in the development of program learning agendas and plans and their implementation;
Participate in periodic program review meetings in particular and Mercy Corps in general at the national level;
Perform any other task assigned by the supervisor.
Archiving and reporting
Support the Grant Manager in the review of donor reports and programs
Monitor the updating of program operational plans; eC1PD7l u7Jj1
Prepare a sectoral synthesis of MIS data;
Conduct needs studies for new projects;
Support the Grant Manager in the archiving of program documents in compliance with Mercy Corps archiving policy.
Responsibility to beneficiaries
Mercy Corps team members are expected to support all accountability efforts, particularly to our participants and international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our projects in the field;
Team Members are expected to behave in a professional manner and adhere to laws, customs and MC policies, procedures and values at all times and in all locations nationwide.
Reports :
Reports directly to : MEL Coordinator
Supervisory Responsibility : None
Work directly with : MEL Base and Program Officers, Database Officer, Program Coordinators-PO-PM.
Knowledge and Experience:
Have a university degree (BAC + 3) or equivalent in Statistics, Biostatistics, Monitoring & Evaluation or an equivalent combination of training and work experience;
Have professional experience of at least 3 years in a Monitoring, Evaluation and Learning position;
Have professional experience of at least 3 years with NGOs intervening in the areas of emergency and/or development;
Have significant practical and theoretical knowledge of research methods and qualitative and quantitative evaluation of programs;
Have in-depth knowledge and skills in Microsoft Office applications, design and use of databases using software such as: SPSS, Stata, Epi-info, ODK, ONA, Kobo, CommCare, etc.) ;
Have good command of IT tools (Word, Excel, Access, etc.);
Have good writing, analysis, synthesis and MEL report writing skills;
Have a good ability to work with a multi-ethnic team appropriately and fairly;
Perfect command of French is mandatory and that of English is an asset.
ORGANIZATIONAL LEARNING:
As part of the organizational learning initiative, all Mercy Corps team members are required to spend 5% of their formal and/or non-formal work time in professional learning activities.
