SUMMARY OF THE PROGRAM / DEPARTMENT:
Mercy Corps has been present in Niger since 2005 and focuses its interventions on improving food security, livelihoods, gender, social cohesion, governance and emergency response outcomes. Our work in these areas contributes to the resilience of local communities in the face of shocks and stresses and enables them to achieve long-term, inclusive and equitable development. Mercy Corps’ vision for change requires the private sector, government and civil society to work together to create meaningful and lasting change. Mercy Corps is currently implementing several development and humanitarian assistance programs worth over $27 million with field offices in Abala, Filingué, Maradi, Tahoua and Tillabéri, as well as Ouagadougou/Burkina Faso. In 2019, more than 89,000 vulnerable Nigeriens benefited from our programs.
Mercy Corps operates in Burkina Faso in humanitarian and development efforts to alleviate suffering, poverty and oppression by helping people build secure and productive communities. Mercy Corps works to promote peace in Burkina Faso. Currently, Mercy Corps is implementing several development and humanitarian assistance projects with an overall budget of more than $27 million with several field bases in Burkina Faso – Kaya, Fada N’Gourma, Pô and Gaoua – and with its main office in Ouagadougou.

Under the hierarchical supervision of the Area Manager Tillabéri and the technical supervision of the Finance and Compliance Coordinator, the Finance and Administration Officer will have the main role of processing and daily entry of accounting transactions as well as the security of funds at the Filingué/Abala sub-office level. If necessary, he will make frequent trips to the field, particularly in the Tillabéri area. The Finance & Administration officer will assist in the general functioning of the administration of the offices in the Tillabéri area.
Essential Responsibilities:
Cash accounting
Ensure the security of the funds made available and make payments after verification and approval of the accounting files following Mercy Corps procedures;
Prepare cash payments and ensure that all transactions are coded according to the project budget and ensure that documentation is correct, complete and attached to the payment;
Record transactions daily in the Navigator software;
Transmit the signed physical counts to the Niamey office every Friday and at the end of the month;
General accounting
Maintain the cash advance tracking file up to date and prepare the monthly reconciliation report for unclosed advances;
Examine the accuracy and reliability of expenditure reports and ensure their approval by authorized persons following the authorization matrix;
Prepare and maintain the file of taxes withheld and proceed with their payment before the deadline set by the public treasury;
Maintain the classification of accounting files in chronological order and ensure their security
Le reporting financiers.
Prepare budgetary projections in collaboration with the project manager;
Coordinate with the finance coordinator in charge of compliance on updating budget projections;
Assist the project manager in the analysis of the project’s monthly BVAs;
Administration:
Ensure the ownership and operation of the premises on a daily basis
Liaise with local authorities
Ensure the classification, archiving and updating of administrative files, service contracts, lease contracts;
Monitor the obtaining of the badge for all Staff stationed at the zone level
Coordinate with the human resources department new arrivals to ensure that their transportation and accommodation are organized accordingly and on time d7CXcO9 u7Jj1
Make meeting room and hotel reservations locally;
Assist in sharing and respecting internal policies in force at Mercy Corps Niger;
Monitor timesheets to ensure their effective transmission no later than the 5th of the following month,
Supervise the Staff under his responsibility;
Behave both professionally and personally in a way that preserves MC’s brand image and does not endanger its humanitarian mission in Niger;
Perform any other task at the request of your superiors
Carry out finance and Admin orientations to a new team member.

Direct supervisory responsibility: Housekeeping Agent and Finance Assistant Abala
Work directly with: All Tahoua base office staff and program staff (related to project activities and deliverables), finance, administration and HR etc.
Knowledge and Experience:
Bachelor’s degree or equivalent in accounting/finance, economics, business management or any other diploma deemed equivalent
Have 3 years of experience in finance management and accounting in international or national NGOs.
Good listening skills; mastery of written and oral French
Have a good knowledge of Excel, Microsoft Outlook and Microsoft Word;
Skills in interpersonal relationship management, organizational management and time management.
Ability to follow Mercy Corps procedures, meet deadlines, work independently and cooperatively with team members;
Good capacity in negotiation and representation, especially with public services (government) and other organizations in matters of bureaucracy;
Proven ability to independently anticipate solutions to interpersonal problems with minimal suspension.
Experience with USAID procedures is desirable.
