JOB DESCRIPTION

The humanitarian situation in Niger will deteriorate further in 2023, especially since April 2023 with (i) the worsening of the security crisis in the area of the three Liptakoo-Gourma borders in the Tillaberi region and (ii) the planned return of people displaced to their places of origin in the Diffa region, where most of the social and economic assets of households and communities have been destroyed by terrorist groups. Conflict-related violence continued to force people from their homes, leading to the displacement of some populations. According to the OCHA report from May 2023, 371.9 million people are internally displaced. Furthermore, 255.5K refugees fled insecurity in neighboring Burkina Faso, Mali and Nigeria and 41.8K IDPs returned to their villages of origin.
This situation affects young people and women in several ways. Indeed, women are exposed to multifaceted violence, including gender-based violence, which causes them trauma. Young people are exposed to banditry practices (theft, rape, drugs, etc.) and to the risk of recruitment by armed groups.
To this end, UN Women aims to recruit a program analyst in economic empowerment in humanitarian action and peacebuilding to support the development and implementation of crisis response activities. inclusive manner.
Reporting to the Program Director, the Program Analyst contributes to the effective management of UN Women programs in the country by providing substantial contributions to the design, formulation, implementation and implementation. program evaluation. The coordinator guides and facilitates the execution of UN Women programs by monitoring the results achieved during implementation, ensuring the appropriate application of systems and procedures and making improvements if necessary. He/she works closely with the programs and operations team, UN Women headquarters staff, officials, multilateral and bilateral donors and civil society, to ensure the successful implementation of UN Women programs within the portfolio.
Duties and Responsibilities
1. Contribute technically to the development of program strategies in the area of economic empowerment of women and youth in humanitarian action and peacebuilding:
Make substantial contributions to the design and formulation of program/project proposals and initiatives.
Draft material for country strategy papers, briefing notes, policy dialogue and other documents relating to women’s economic empowerment in development, peace and security humanitarian action.
2. Contribute to strengthening the commitment and contribution of the Office to the humanitarian, peace and development agenda, and to the implementation of durable solutions
Provide technical input to the annual work plan and budget and support their implementation.
Lead the technical implementation of the program and related projects; ensure synergies with other teams.
Lead the presentation of financial and narrative reports from implementing partners.
Train staff and partners in results-based management tools and performance indicators.
3. Provide technical assistance and capacity development to project/program partners
Coordinate and provide technical support in the implementation of program activities. Develop and implement technical tools, initiatives and knowledge products.
Maintain relationships with national partners to support the implementation and expansion of the women’s economic empowerment agenda in development, humanitarian and peace contexts; respond to any potential problems.
Identify partner capacity building needs and lead the coordination of technical assistance, mentoring, training and capacity building initiatives for partners.
Organize project steering committee, project review and/or evaluation meetings, if applicable
4. Provide technical input into program/project monitoring and reporting.
Monitor program/project implementation and finances using results-based management tools.
Supervise field missions and review monitoring mission reports.
Write quarterly reports and reports to donors, focusing on results, outputs and outcomes.
Contribute to donor and UN Women reports.
5. Make a substantial technical contribution to the management of people and financial resources of the humanitarian action program and/or WEE.
Monitor the program budget and prepare financial reports.
Supervise, supervise and coach staff and carry out performance evaluations.

6. Make a substantial contribution to the establishment of partnerships and resource mobilization strategies

7. Contribute to inter-agency coordination on humanitarian action to ensure coherence and alignment of UN Women programs with other partners in the country.
Provide technical support to the Head of Office for activities related to inter-agency coordination by attending meetings and events and participating in groups and committees as appropriate.
Coordinate with other UN agencies, government departments, donors and NGOs to ensure that the capacity development program is harmonized and aligned with other efforts in the country.
8. Make substantial contributions to advocacy, knowledge development and communications efforts
Develop and review background documents, notes and presentations relating to women’s economic empowerment in development, peace and humanitarian action.
Contribute to the development of advocacy strategies and support their implementation.
Identify best practices and lessons learned to guide program improvement and strategy planning.
Support the development of knowledge management strategies, products and methodologies on women’s economic empowerment in development, peace and humanitarian action

Required Skills and Experience
FORMATION ET CERTIFICATION
A Master’s degree or equivalent degree in social sciences, human rights, gender/women’s studies, international development or a related field is required.
A first level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
EXPERIENCE
At least two years of progressively responsible professional experience at national or international level in the design, planning, implementation, monitoring and evaluation of development projects.
Technical experience in the area of women’s economic empowerment in development, peace and gender equality in humanitarian action is required.
Experience coordinating and liaising with government agencies and/or donors is desirable.
Experience working within the United Nations system is desirable.
LANGUAGE REQUIREMENTS
Fluency in French and English is required.
Knowledge of another official working language of the United Nations is desirable (French, Arabic, Chinese, Russian or Spanish).
