ORGANIZATIONAL CONTEXT
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
JOB PURPOSE
The aim of this post is to help strengthen national and local capacities for climate action, to ensure better decision-making and intelligent planning in the face of the immediate and future effects of climate change. The position also aims to ensure the link between climate change and risk financing issues with food security and social protection.
Under the direct supervision of the Social Protection Officer, and in close collaboration with the Rural Development Unit, the incumbent will provide support in the activities.
KEY ACCOUNTABILITIES (not all-inclusive)
Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
9.Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries
10. Supervise the Programme Support Unit (PSU)
11. Ensure timely management of the FLA/MOU cycle (evaluation of the partners, and Cooperating Partners Committees meetings), in coordination with all technical units and Sub-offices
12. Ensure CP payments are done in accordance to the latest SOPs and that payments are timely delivered to CPs, in coordination with all technical units and Sub-offices.
13. Lead the CO Actions on Assurance plan / CP Management
14. Provide technical support to the partners, Sub-Offices, activity managers and government technical services on budgeting, FLAs management, financial reporting, and payments.
15. Provide technical training to the partners, Sub-Offices, activity managers and government technical services on contracting and on different component of an FLA including cross-cutting issues: gender, clause anti-corruption, clause on protection and sexual exploitation and abuse.
16. Perform all transactions required in WFP’s corporate systems (e.g., SOA, POs WINGS, COMET) taking into consideration funds expiration dates (TDD).
17. Support regular CP Spot-check missions and ensure recommendations / action plan is properly followed up .
18. Provide timely progress report on FLAs and MOU management and on CP expenditures.
19. Provide high quality inputs for technical meetings (donors meetings, CPC, RMC, SCWG…).

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Master’s degree in geography, environmental sciences, earth system sciences, climatology, meteorology, disaster risk management or related disciplines or First university degree with at least 2 additional years of related work experience.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
Experience: At least three (3) years of progressively responsible professional postgraduate (Master’s) experience at senior levels in international development, government aid programmes or other related fields.or a minimum of five (5) years of professional experience in the same fields for First University degree holders.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
OTHER SPECIFIC JOB REQUIREMENTS
Demonstrated technical expertise in climate services
– Relevant professional experience in food security, agriculture, humanitarian aid or development.
– Experience of climate change adaptation activities (water and soil conservation activities, soil defence and restoration, agroforestry).
– Experience of climate risk financing activities.
